Yes, publishing is free within the Fair Use Policy. Fees only apply once you sell memberships (10% Steady share plus payment provider costs).
Yes, Steady takes care of the hosting. However, an RSS feed for podcast apps is only generated if you publish episodes behind the paywall – details in “Distribute your paywalled podcast episodes via RSS feed”. You can also release exclusive episodes on Spotify.
There is no video hosting, but you can embed YouTube and Vimeo videos – including behind the paywall. More: “Can I publish videos on Steady?”
No, that is optional. You can also publish a post only on your Steady page without emailing it.
No. To subscribe to your newsletter, people only enter an email address – no membership and no Steady account required.

Each post can only be emailed once. As a workaround, you can copy the post and send the copy.

Steady uses the Embed.ly service for embeds, which does not yet support embedding Instagram posts.
No, file attachments are currently not possible. Workaround: upload the file externally and link to it in your newsletter.
